Police Report Includes Three Arrests For Alleged Child Abuse

The Chillicothe Police Department report for Sunday and Monday includes three arrests.

Sunday,
Just after midnight, officers took a report of theft of prescription drugs in the 1000 block of South Washington Street.

At about 10:10 am, officers responded to a report of a young child in a diaper, chasing a dog into the street.  The officers located the child in the 800 block of Easton and were eventually able to locate his home.  They arrested Danika and Keith Rulo for alleged child abuse and neglect.  They were held at the Daviess Dekalb Regional Jail pending the posting of $5,000 bond each.

At about 7:00 pm, a disturbance in the 300 block of Samuel Street resulted in the arrest of Agnes Youngs for alleged child abuse. She was held at the Daviess Dekalb Regional Jail.

Monday,
At about 1:00 pm, officers assisted the Livingston County Children’s Division on a Child abuse/neglect hotline call in the 300 block of JFK Ave. The incident was referred to the Livingston County Children’s Division for follow up.

At about 2:25 pm, Officers assisted the Livingston County Children’s Division with a hotline investigation in the 100 block of Crescent Drive.

4:00 pm, Officers responded to a report of littering in the 10 block of Brunswick Street. Officers have identified a possible suspect and charges are pending.

At 6:00 pm, Officers responded to a report of possible child abuse in the 300 block of Webster Street. The Incident has been referred to the Livingston County Children’s Division.

6:00 pm, Officers were dispatched to a report of two large breed dogs running at large and were aggressive in the 600 block of Calhoun Street.

About 7:50 pm, Officers stopped an underage driver operating a golf cart in the 1500 block of Morningside Drive. They cautioned the driver and parents that you are required to have a valid drivers license to operate a golf cart on city streets.
