Why Does The City Of Chillicothe Elect All Officials At One Time?

Why does the City of Chillicothe have all elected officials on the ballot at the same time?  This is a question that comes up from time to time at city council meetings and in public discussions, especially when it is time to file for the public elections.  With all City offices on the ballot at one time, there is the possibility of a whole sale change, where we could have new representatives in every office.  So why is the City set up to have all of the offices on the ballot at once?  City Administrator Darrin Chappell says this goes back to the City Charter, the document that establishes the rules the city must follow.

When asked about changing the elections to staggered every other year, the council has been told it would require a change in the charter, which is very difficult.
