A Chillicothe man was added to the Livingston County Sheriff’s Department Most Wanted list. Sheriff Steve Cox says 45-year-old William Russel Helm is wanted for alleged failure to register as a Sex Offender – second offense. Helm, also known as “Bozo” is described as a black male, 5 foot 7 inches tall, 180 pounds, with black hair and brown eyes.
The warrant for Helm has no bond allowed.
