Despite several complaints, the City of Chillicothe can not control the flooding of private property during heavy rainfall. Chillicothe City Administrator Darin Chappell says several factors can contribute to flooding and many are out of the city’s control.
The third factor is the rate of rainfall. Thursday the rain came down very heavy, two inches from 11:00 pm to midnight, and in some areas even heavier.
Chappell says the fourth and final factor is the elevation of the property.
Chappell says the city is prohibited by law from the improving private property.
There are several locations in the City of Chillicothe that are affected by the heavy rainfalls and flooding; the city has worked in the past to mitigate contributing factors in some areas with varying degrees of success.
