A Richmond woman was arrested by state troopers in Carroll County Wednesday. Forty-six-year-old Barbara Jester was arrested at about 3:45 pm for alleged possession of a controlled substance – methamphetamine, possession of marijuana, and possession of drug paraphernalia. She was transported to the Carroll County Jail, processed and released.
