The Chillicothe City Council and Mayor Thereasa Kelly recognized former City Councilman Micheal Smith for his service to the City and the Third Ward. The mayor presented Smith with a plaque.
Mayor Kelly had planned to make a recommendation to fill the 3rd ward seat, but needs to check on some qualifications. The seat will not be filled until the October 26th meeting.
