The Chillicothe City Administrator, by ordinance, officially has the authority to place city employees on administrative leave, with or without pay, for violations of city policy. The ordinance to amend the city code was presented by Councilman At Large Tom Ashbrook. The section added reads as follows.
The language had previously been part of the employee handbook, but in an update, it was somehow removed. Ashbrook says this assigns those duties to the city administrator by ordinance.
Chappell says as Personnel Director, it makes sense to have this responsibility.
He says the council will have the final says in reviewing any personnel actions.
Chappell says he also feels it is a vote of confidence in him in the position.
The Chillicothe City council approved the amendment to the city code on a vote of 5/0.
