A Norborne woman was arrested Monday in Carroll County. State Troopers arrested 29-year-old Hayley N Summers of Norborne for alleged possession of a controlled substance and failing to drive on the right half of the roadway – resulting in a crash. She was held at the Chariton County Jail.
