A Milan woman, 49-year-old Carrie A Howard, was arrested by troopers Wednesday evening in Sullivan County. The arrest was for alleged possession of a controlled substance – methamphetamine, DWI, unlawful possession of drug paraphernalia, and no valid license. She was processed and released.
