A 22-year-old man was booked into the Caldwell County Detention Center late Wednesday morning for Livingston County. Chillicothe Police arrested Andrew Ryan Cassity on a 24-hour hold with no bond allowed. He has since been charged with alleged abuse or neglect of a child. His cash-only bond is set at $1,500
