A Chillicothe woman accused of alleged abuse or neglect of a child for an incident that was investigated by the Chillicothe Police Department in May was in court Monday for a Preliminary hearing. Stacey Lynette Soper waived her right to the hearing and the case was certified for Circuit Court, with arraignment scheduled for November 9th at 9:00 am.
