The swearing-in of the new 3rd Ward Councilwoman Stacy Soper is Wednesday at Noon. The Chillicothe City Council will meet in Special Session at City Hall. The council will have recognition of 3rd Ward Councilman Josh Fosdick.
A reception will be held following the swearing-in ceremony.
