When constructing an earthen dam, seepage is something you plan for and work to mitigate. The East Locust Creek Reservoir project is getting closer to the time of construction and Brad Scott from the North Central Regional Water Commission says they hope to begin construction later this year. He says as part of the preparation, they have identified some issues they will need to deal with.
Scott says this was not unexpected.
He says this has not held them up on the progress, but they are dealing with permit red tape. He says by this fall they hope the public will see work taking place.
With all of the work that needs to be done before and during construction, he estimates it will be four years before the project is complete and holding back water.
