Chapter 100 bonds for the $14,000,000 expansion of T&R Soil Service were approved by the Chillicothe City Council following a public hearing. Jonathan Cooper, co-owner and General Manager, addressed the council, describing the goals of the work already taking place to construct new facilities in the 900 block of Mitchell Avenue.
The project includes two facilities for wet and dry operations and the business office. The plans include increasing personnel from the current 14, adding 6-7 employees in the coming years.
The company will continue to pay taxes on current property. The 20-year Industrial Development project includes 100% abatement of new buildings and equipment in years 1-6. 85% abatement on buildings and 50% on equipment in years 6-10, and 70% abatement on buildings and paying full taxes on equipment in years 11-20.
The bonds could be transferred if a new owner follows the current business plan; otherwise, the abatement plan would end.
