A homeless man was arrested and booked into the Caldwell County Detention Center Thursday by Chillicothe Police officers. Sixty-two-year-old Rodney Earl Bethards was arrested Thursday evening for alleged delivery of a controlled substance. He is held with bond set at $5,000 cash only.
