State Troopers arrested an Illinois man in Linn County Wednesday afternoon. Thirty-seven year old Thomas Ratliff of Casey, IL was arrested at about 1:10 pm for alleged possession of drug paraphernalia and speeding. He was processed at the Brookfield Police Department and released.
