A special meeting of the Chillicothe City Council will be held October 28th. The meeting will include a Public Hearing to consider issuing Chapter 100 bonds for Livingston County Fertilizer, LLC, doing business as T&R Soil Service.
The Council will consider an ordinance to approve a plan that, if approved, consists of:
(1) constructing a modern dry fertilizer production facility, a crop protection and liquid fertilizer blending facility, and new office located at 841 S. Mitchel Avenue in the City, and
(2) acquiring and installing new machinery, equipment and other personal property relating to dry fertilizer receiving, blending and loading operations as well as crop protection and liquid fertilizer receiving, storing, handling, and operations at the location.
Chapter 100 bonds in Missouri are industrial development revenue bonds issued by local governments to finance commercial and industrial projects while providing tax breaks.
The City invites the public and all affected taxing jurisdictions to attend the meeting and to make oral comments on the proposed Plan or to provide written comments to be considered by the City.
