A South Bend, Indiana, man was arrested by State Troopers in Livingston County Thursday evening. Twenty-eight-year-old Matthew J. Loughran was arrested for alleged speeding and on a Cass County warrant for alleged failure to appear on a charge of alleged failure to register a vehicle. He is held pending the posting of bond.
