A Milan man was arrested by State Troopers in Sullivan County. Thirty-three-year-old Luis A. Palma-Banegas was arrested Wednesday at 5:06 pm for alleged speeding – 6-10 miles per hour over the limit. He was taken to the Grundy County Jail on a 24-hour hold.
