Chapter 100 Bonds For Housing Project Approved On Split Vote

The Chapter 100 Bonds requested by Jarden Entities, LLC were approved by the Chillicothe City Council on a vote of 3 to 2.  The vote came after discussions about the bonds, which are capped at no more than $10 million and are for a period of 10 years.  The abatement of property taxes will assist in the development of the former Baptist Home property with the construction of housing.

Fourth Ward Councilwoman Pam Jarding expressed her concerns and read from a comment sent to her.

A County Commissioner with a Conflict of Interest.

There were also concerns over the lack of policy for the council as they considered the approval of the bonds.

In the end, the board approved the Chapter 100 Bonds on a vote of 3-2, with Councilwoman Pam Jarding and Councilman Manny Morales voting no.
