The former Green City Clerk, 43-year-old Kelly Bicknell, will be in Sullivan County Court on two counts of alleged fraud. Bicknell was the City Clerk in 2024. According the the complaint filed by the Sullivan County Prosecutor, she allegedly used City credit cards for the purchase of U-Haul rental services and items for personal use, including clothing. The unauthorized charges on the card totaled at least $1,500.
The charges were filed in May of 2025. The preliminary hearing will be held on January 20th, before Judge Adam Warren.
