A Fort Dodge, IA man was arrested by Troopers in Carroll County Thursday morning. At about 10:24 am, Troopers arrested 64-year-old David A. Higgins for alleged DWI and failure to drive on the right half of the roadway. He was taken to the Caldwell County Detention Center.
