Fifty-two-year-old Stacey Soper was arrested by Livingston County Deputies on June 16th for alleged abuse or neglect of a child. The incident is alleged to have taken place May 9th. Soper was booked and released on her own recognizance. Her next appearance is June 28th for an initial appearance.
Soper was elected to the Chillicothe City Council in the April election.
