A 47-year-old Chillicothe woman, Tammy Lynn Stark, is charged in Livingston County Court with alleged Possession of a Controlled Substance, Stealing, and Abuse of the Elderly, Disabled, or Vulnerable person. Stark was arrested by the Chillicothe Police Department Thursday afternoon. She remains in custody at the Caldwell County Detention Center with no bond allowed.
