An Illinois man was booked into the Caldwell County Detention Center on a warrant for alleged possession of a controlled substance. Fifty-six-year-old Stephen C. Nowlin was arrested by state troopers for a warrant out of Ohio of alleged child neglect, and for possession of a controlled substance. He is held on the local charges of alleged possession and for alleged speeding – 26 miles per hour over the speed limit. He is held with no bond allowed.
