Carroll County Ambulance District Audit Follow-Up

A follow-up audit of the Carroll County Ambulance District was conducted in May by the Missouri State Auditor’s Office.  In 2022, the audit was conducted, resulting in a rating of POOR, and providing objectives to be met by that board.

The findings in that audit included the areas of:

  • Misappropriated money
  • No oversight and segregation of duties
  • Payroll controls and procedures
  • Disbursments
  • Sunshine law
  • Passwords

The board was provided with recommendations for each of the findings.  The Auditors found that the board has implemented the recommendations in the majority of the items presented.  There are three recommendations that have been partially implemented.

These include:

  • A review a personnel files showed some required forms were missing for some of the employees.
  • The board established a policy for procurement, but it does not address documenting bid specifications, the bids or quotes received, or the justification for the bids selected.
  • A review of credit card usage and limits.
