A Kansas City man was arrested by State Troopers in Caldwell County Monday afternoon. Troopers arrested 26-year-old Phillip A Hernandez was arrested about 4:25 pm on a Platte County warrant for a conservation license stamp violation. He was taken to the Caldwell County Detention Center pending the posting of bond.
