The Livingston County Sheriff’s Department reports one arrest and booking into the Caldwell County Detention Center on Monday for the local area.
Chillicothe Police arrested 65-year-old Russell Louis Shouse. He was booked into the Caldwell County Detention Center on a 24-hour hold.
A Caldwell County Case had been moved to Livingston County on a Change of Venue. Thirty-seven-year-old Philip James Taylor of Shawnee Mission, KS, was charged in Caldwell County Court in December of 2025 with 37 counts of alleged possession of child pornography. He is scheduled for arraignment in Livingston County Circuit Court on April 9th before Judge Ryan Horsman.
