A Chillicothe man remains in custody after charges of 2nd Degree Rape were filed in Livingston County court. Chillicothe officers arrested 42-year-old Julio Cesar Lopez-Mendez late Tuesday night, after investigating the report, attempting to collect evidence, and interviewing the victim – a 16-year-old girl.
The probable cause statement indicates Lopez-Mendez is an illegal alien, living in Chillicothe.
