An Independence man was arrested by State Troopers in Caldwell County on Monday. At about 8:22 am, Troopers arrested 44-year-old Justin L. Bittiker for alleged possession of a controlled substance, possession of drug paraphernalia, and making a turn from a direct course when unsafe. Bittiker is held at the Caldwell County Detention Center. His bond has been set at $25,000 cash only
